Gender-based violence is a form of discrimination that seriously prevents women from enjoying rights and freedoms on the same basis as men. (1)

Discrimination against women includes gender-based violence, that is, violence against a woman because she is a woman or which particularly affects women… (6) ”.

General Recommendation No 19

"Violence against women" means all acts of violence directed against the female sex, and causing or likely to cause physical, sexual or psychological harm or suffering to women, including the threat of such acts, coercion or arbitrary deprivation of liberty, whether in public or private life (Art.1)”.
